Sea Tow SIC/CM/Del Bay's communications center is centrally located in our area of response - Clemont, New Jersey. The communications center is staffed by professional watch standers and are always ready to assist Sea Tow members and non-members alike in a variety of marine situations.


Primary radio communications are handled through a variety of strategically placed high level sight antennas enabling our watch standers to receive distress calls from the back bays to the canyons.

Meet The Captains

Sea Tow SIC/CM/Del Bay services the area with a staff of United States Coast Guard licensed professional mariners that are standing by 24 hours a day - 7 days a week - 365 days a year to provide you with the fastest and most reliable assistance.


           

Capt. Bill Fehn started fishing at a young age and has worked as a mate since age 14. He also worked on the party boats Northstar and Capt. Robbins as both a mate and Captain for a number of years. In the fall of 2005 Bill came to work for Sea Tow Cape May. Bill holds a U.S.C.G. 100 ton Master Licence, and is a PADI certified scuba diver.

Capt. Dave is the co-owner and chief mechanic of Sea Tow SIC/CM/Del Bay. Dave has been in the marine industry for over twenty years and has been with Sea Tow SIC/CM/Del Bay since 1992.

Dave is responsible for keeping all of the vessels and equipment that the company owns in working order. Dave currently holds a 50 Ton USCG Master Near Coastal License with Commercial Assistance Towing and Sailing endorsments and is also a certified oil spill responder.

Captain Dean is originally from Gloucester, Massachusetts and has recently joined the Sea Tow SIC/CM/Del Bay team after working in the commercial fishing industry for over twenty years. Dean currently holds a 100 Ton Master Near Coastal License with a Commercial Assistance Towing endorsment. Dean is also a NAUI certified scuba diver and qualified mechanic.

Steve Cummings started diving in 1988 and is certified NAUI and PADI diver. He is a NAUI open water I, II, rescue diver, deep diver and dive master. Steve is also a PADI certified Nitrox diver. He spent four years wreck diving in Cape Hatteras North Carolina.

Some of Steve career highlights are Diving the "USS Monitor", salvaging numerous dredges from clam boats as well as salvaging the f/v "Capt. Charlie" in 146 feet of water.

Steve is also a USCG certified Capt. with a commercial towing endorsement.

Ian started diving in 1991, while in the army in Germany and Scotland. Ian is a certified rescue and mixed air diver. He has been diving for northstar marine since 2003, and has since worked on numerous dive jobs from salvages and over turned barges to survey work.

The greatest part of the job for Ian is "to make what's upside-down right side up and figuring out how to do that."

Jared has had a passion for the sea his whole life weather it be fishing or surfing. Jared has been around the commercial fishing industry since he was a child. He has worked on a number of commercial fishing boats as well as owning and operating his own commercial fishing vessel before joining seatow in june 2008.

Captain Herman Bechtler joined the SEATOW Cape May Team in September of 2006 after a very successful Coast Guard career that spanned 35 years. During that time he advanced to Master Chief Boatswain’s Mate and commanded eight units’, which included five Coast Guard Cutters. Captain Herman holds a 100 tom Masters License with a Commercial Assistance Endorsement. Captain Herman also has delivered yachts from Maine to the Caribbean Islands.

Capt. Jeff worked for 12 years on the Captain Robbin's Party Boat as a mate. A graduate of Stockton State College with a degree in Fisheries Management, Jeff also holds a USCG 100 Ton Masters License.

Capt. Jeff joined Sea Tow Cape May in 2005 and he covers the Delaware Bay. His home port is out of the Maurice River.

Capt. Phil is the Senior Captain and Franchise Owner of Northstar Marine Inc. Sea Tow SIC/CM/Del Bay. Founded in Sea Isle City in March of 1990, Phil began with one 26-foot boat - Northstar #1 - that is still in service today. Phil has expanded his fleet to nine boats that cover the New Jersey coastal area from Strathmere to Cape May and the entire Delaware Bay.

Phil currently oversees the daily operations of the marine towing and salvage portion of the business as well as the oil spill response side of the company that operates as Northstar Marine, Inc. Phil has been a licensed captain for 25 years and currently holds a 100-ton USCG Master Near Coastal License with Commercial Assistance Towing and Sailing endorsements.

Scott Neeld joined Sea Tow in 2003 and serves as primary captain for Northstar 1, which is home ported at Avalon Point Marina in Avalon, NJ. In addition to his captain’s duties, Scott assists with salvage work and performing maintenance on Northstar’s fleet of vessels. Scott currently holds a 100 ton USCG Master License with Commercial Assistance Towing Endorsement. He has been certified by the USCG to instruct licensing courses up through Master 100 Ton and Towing Endorsements.

Additionally, he is certified by the New Jersey State Police to instruct their Boating Safety Certification course. Following graduation from Rutgers University, Scott obtained a commission in the USCG and retired after 23 years at the rank of Commander. Serving mostly as a helicopter pilot, a particular career highlight was his assignment as Operations Officer for all USCG operational units in southern New Jersey. Beyond Sea Tow, Scott also works part time training boaters and as a delivery captain.

Capt. Steve Spagnuola graduated S.V.A. in NYC with a BFA in graphic design and advertising. While in NYC, Steve worked as an art director and as a fashion photographer. In 2001 to 2003, Steve worked on the charter fishing boat "Slammer" based in Cape May, N.J. with Capt. Andy Merendino. In 2005 Steve joined Sea Tow Cape May as Head of Marketing. Steve is a USCG certified Captain with a commercial towing endorsement. He is also AMSEA safety drill instructor, he takes care of all the safety equiptment on the vessels as well as training all the captains & crew in survival at sea. Capt. Steve is a NAUI Certified scuba diver, as well as an avid fishermen and member of the Cape May County Party and Charter Boat Association. He is currently working on a book "The Harvesters" based on the history of commercial fishing in Cape May. He currently resides in Wildwood Crest.

Captain Carmen Greto Carmen got an early start on the water as a commercial fisherman. After a number of years, he got off the deck and behind the helm, acquiring his Captain's License at just 23 years old. He's been all over since then from sailing around the Caribbean to surfing some of the best break the ocean has to offer. Carmen has a 100 Ton Master's License with multiple endorsements and is an Able Seaman. He is also a NAUI certified SCUBA diver.
